Penalties for firing without visual contact/sensor contact

Hello, does anyone know if there is a penalty for firing at an enemy within sensor range but not visual range?

Moreover, can you fire at an enemy with which you have neither visual nor sensor contact? If so, what are the penalties?

The only penalty is for range. Short (+0) = 0-6, Medium (+2) = 6-24, and Long (+4) = 24-42. But considering that long range is still just 630 meters in scale terms, that's still pretty severe.

The distinction between visual and sensors only applies to identifying a unit.  There is no difference in target numbers for visual/sensor.
p61, Environmnetal Conditions, line of sight is limited to a maximum range of visual or sensors from a probe.  And attacks are limited (except indirect) to units you have line of sight to, so a unit outside of visual and sensor range has no line of sight and can't be attacked.
