What Are Initiative Bonuses

Hello!

I'm reading through the rules and I've stumbled upon Bi Initiative Bonuses that you assign to units.

I can't find anything about what these Bonuses actually do though. I've scoured the book and I just can't seem to find anything.
Are they a bonus to your initiative roll? If so why are they applied to individual units and why is it called an Initiative Bonus and not just a +1 modifier?

They are a bonus to your initiative roll.
They are assigned to units because if you lose the unit, the bonus is lost.
