Master Unit List. What does the star next to the units name meaning?

It means it was featured in the TRO/source book.

OK thanks. I was hoping it meant it was a rare Mech. Now I don't know how to work that out for availability. Any suggestions please?

The MUL does not deal with rarity at all except unique. The Combat Manual series is the best place for that info but they are limited. Scattered referenced are here and there in various books.

So if im trying to build an availability list for a Jihad era Mercenary command, how would I work out the FP cost for non Mercenary faction Units?

I don't think that we have the FP metric for anything beyond what is covered in the two existing Combat Manuals.
