From the Alpha Strike Companion:

Unit Role Classification (pg. 134):
Generally the speeds listed for the roles cap out at 12", but it's possible to make units faster than that in which case no role would be applicable as stated. These units would not be allocated a role because they would be beyond the required conditions. Should a faster unit be able to take a Role if they fit the other requirements but are faster than 12"? (e.g. Striker requires a unit with 9" to 12" move, but if the unit fulfils the other conditions for that and can move at 16" or 20" then can they be considered a Striker?)

The unit role classification section are guidelines, recommendations on how to select a role for a unit. 
But yes, in your direct example, 16" and 20" MV units can (should most likely) be Strikers (or Scouts).
