(Answered) Artillery attacks & secondary target modifier

If a unit makes an artillery attack against a POI and also executes a physical or weapon attack (as per ASCE p.47), should the secondary target modifier be applied to one of the attacks?

The secondary target only applies when using the Multiple Attack rolls optional rule and only when splitting an attack into multiple attack rolls.
An Artillery attack would not get the modifier (unless it was also using the multiple attack rolls to make separate attack rolls per point of damage, and only if the artillery damage was split between multiple targets).  Same with large units that have multiple attacks without using that optional rule (dropships, mobile structures, etc).

Note that artillery is no longer able to be split using the multiple attack rolls, so artillery would never get the secondary target modifier even if using the optional Multiple Attack Rolls rules.

The secondary target modifier is still only applied when using the Multiple Attack Rolls optional rule, and only if that rule is used to split the attack between multiple targets.  Artillery (and physical attacks) cannot be split even when using the MAR rules, so the secondary target modifier is never applicable to those attacks.
