ASCE: p. 52:
Quote
"A unit’s current heat level will be added to its weapon attack
Target Numbers, and twice its current heat level (in inches) will be
subtracted from the unit’s ground movement rating. (Jumping Move
is not affected by the heat scale.) Subtract 1 from the unit's Target
Movement Modifier (TMM) at Heat Level 2 or higher."

Is the TMM penalty instead of a loss of TMM from reduced ground movement from the heat, or in addition to a loss of TMM from reduced ground movement from the heat?

TMM is no longer tied to movement in the ASCE.  The old Move to TMM table doesn’t even exist in ASCE.

I see.  In that case, I have a follow-up question about this passage:

ASCE p.93: (under Demoralizer)

Intimidated units reduce their Move by half (round down) and suffer a +1 Target Number modifier for all attacks made against the Demoralizer. The reduced Move rating does affect its target movement modifier.

If there is no TMM-to-movement tie, then how does the reduced Move rating affect the Intimidated unit's target movement modifier?  Is it similar to a vehicle engine hit, where it reduces both Move and TMM by 50 percent, rounded down? (p. 50)

It turns out this was fixed in the second printing, but the errata wasn't updated to match.  ASCE now says on p93 for Demoralizer: "Intimidated units reduce their TMM and Move by half (round each reduction down)"
