(Answered) TRN Ability Timing

I'm interested in running some Combat Engineers for a force to dig in some troopers to hold ground.  However the TRN wording is particularly vague on timing.  When is the fortified area template actually placed?

Page 91 in the copy of Commanders Edition I have

Unfortunately it does not.  Found this information in the Errata but this is all I've found so far pertinent to it.

Trenchworks/Fieldworks Engineers (TRN) (p. 109)
First sentence
Each turn these infantry units may convert a 2” radius area of effect into a fortified area.
Change to:
Each turn these infantry units may convert an area under a 2” AoE template into a fortified area.

This clarifies the effect but not when it happens.  When during the turn is the template supposed to be placed? Or is it just any time since there's no specific statement?  Is there another section in the book I need to be looking at?

The link went to the specific brand new errata posting.  It's not in the errata document yet, that's only collected once a year (or with a new printing).

"If these infantry units stand still during the Movement Phase, they can spend their Combat Phase to begin fortifying an area. They may not attack, spot or take other actions during this Combat Phase. During the End Phase of this turn, place a 2” AoE template in base-to-base contact with the infantry unit's base as the fortified area."
