As per Commander's Edition, Combat Intuition allows a unit to make their attack during the movement phase.  What TMM does the attacker apply for the target? 

If the target has moved at this point in the movement phase, I assume it's based on whatever movement mode is used that turn - standard, standing still or jumping.  But if the unit has not moved, is it standard, or whatever their TMM was the last turn, or none at all?

Unit's have their TMM stat as printed on the card by default.  Movement modes modify it while they are used, but if a unit hasn't chosen one yet or had some other rule set or modify it's TMM, it has its standard TMM.
