Does a Motive Systems Damage result of 11 ("−50% Move, −50% TMM"; ASCE p.51) reduce movement by 50% of the original movement value or 50% of the current movement value?

Specifically, would a unit with a move of 8" that suffers two such results get a move of 0" [(-.5)*8 + (-.5)*8 = -8], or a move of 2" [(-.5)*8 + (-.5)*4 = -6]?

Secondly, does this answer also apply to other effects that reduce movement by 50%? (i.e. Vehicle Engine Hits, ASCE p.50 and Demoralizer, ASCE p. 93)

Current.
The effects replace the Move value, for the next effect, it uses the new Move value because that is the Move value.
