Elevation does not count towards range, so AS leaves elevation open ended so VTOLs can go over any possible terrain you might have.
Note that altitude and elevation are different in game terms. Elevation is by VTOLs (and WiGE) and is the same as terrain elevation. It's measured in inches, and does not count toward range.
Altitude is used by aerospace and is low, medium, high and extreme. Altitude does have effects on range (+X").
