I'm reading the 3rd printing of Alpha Strike: Commander's Edition, and I don't see this spelled out: If the target mech in an attack is standing in light woods and there's one piece of intervening light woods, that's a +2 terrain modifier to the target number, right?

No.  Woods is a single modifier, if there are woods intervening or occupied.  You don’t count it twice if there are two intervening woods, or if there are woods intervening and occupied.
