Canonicity of FASA website short story

While digging through archived official BattleTech websites for faction logos, I stumbled across something on the 2001 archived FASA website: a short story titled "A Sour Taste of Victory", by Randall N. Bills.  This short story does not appear to have been published elsewhere, or even to have been remembered at all.

I plan to do a short writeup for Sarna.  It is not clear to me, based on past talk of what is canon, whether or not material published only on the FASA website is considered canon.  Is this short story considered canon?
