Did ComStar actually control Tukayyid in 3130?

According to the 3130 map in Era Digest: Dark Age, Tukayyid was ComStar-owned. However IIRC ComStar left the FRR remnant during the Jihad and the 3080s maps don't show Tukayyid as being a ComStar enclave within the Dominion.

So is the 3130 map simply in error or did ComStar actually regain control of Tukayyid for a brief period before the Blackout?
