Special Munitions in the Star League Era

What was the general availability of the special munitions and NARC launcher during the Star League era? Specifically referring to the Swarm LRM, Thunder LRM, and NARC Missile Beacon. Would these weapon systems have been generally available at some point prior to the Star League's demise?

I know the Hegemony was releasing some of this tech to the Member States after their build-up in the 2690s, but there's no specificity as to these specific pieces.
