Klondike Era Point Construction

I have looked through Klondike trying to find out if Clan vehicle points are already set at 2 per point.  The only mention is in the Horse force selection rules where is says that they can field 2 vehicles instead of 1 mech and 50% of their forces need to be vehicles.

Is this the only place that defines Klondike era point sizes?

Yes.

Given the early era, I can see that the Clans may not have yet finalized all of their force structures. After all, each Clan had but a single cluster of 'Mechs.
