Any help with this question, that is not quite covered in the submission guidelines...

How accurate do I need to stay to Cannon, regarding weapon load outs, and modifications, that pertain to the personality, quirks, or preference of my characters ?

For example "Jon Pryde always liked the Timberwolf Prime loadout, but preferred  twin ER PPC's, so he made the change"

or "Mister Icazza, stuck on garrison duty, decided to outfit his Elemental Armor with an AP rifle, instead of the traditional ER Small Laser"

So I have been looking over other Shrapnel Stories, and the pace of them, given its 3,000 to 5,000 word short story, the latest "The Honor Road", from what I can see, is its pretty much a straight dive in, but was wondering, how much "on the spot" mini history about events that have happened and what's going do I give ? Is the target audience mainly BT fans ? or new people too ?

You don't need to give an info dump.  That'd eat up your word-count.  You need to give enough context so people can understand where/when you are and why the events of the story are happening, but the main focus should be on the events of your story.  If there are canon events that characters in the story are reacting to, try to work that into the conversation, but you don't need to drop a Sarna article into the flow.
