Who Goes There? by JA Baker
It started in 2017, but as a series of individual stories, I'll argue it can stand as my nomination.
And the Administrator storyline by Cannonshop. Although, this may also be in a multi-story category.
there's a certain amount of world-building that goes into establishing a good fan-alternate setting. JA Baker's work is a lot like mine (though a bit better), in that a lot of what he's doing requires establishing differences in the setting from the Canon, and a lot of what makes his quality is that he's very consistent in his delivery of those changes. 2ndACR also did a lot of ground-work grunt-work in his to make it feel 'fleshed out' and consistent.
