What might happen is the formation of new power blocs.  Lets assume that with the collapse of the Warsaw Pact that Russia spends a fair few years clamping down on internal dissent to stop the USSR from splintering but it can't retain control of the Czech Republic, Poland, Hungary etc. 

The French and Germans would probably be furious at the US/UK for various reasons (Gaulist sympathies still ran quite deep in the 80's after all) and with the US going "Nope!" as NATO basically slowly desintigrates then the French/Germans could see a chance to lead a new European defensive organisation, call it EUROFORCE or something.

The UK/US and Canada could start working together when the Franco/German lead Euroforce tells them very politely but also very firmly to bugger off.

China and Russia could fight a few border skirmishes and perhaps see China take over Tibet which worries India and other powers in the region whilst there could be various goings on in the Middle East where countries that were formerly rather friendly to the US suddenly find their biggest supporter simply upping sticks and pulling out.

Africa could also see a spat of wars breaking out and this is where we can have PMC's stepping in, merc's for hire and the like which just adds to the fighting in the region as well as wars by proxy.

Gibraltar Incident

The Gibraltar incident began on June 2001 it was caused when the Spanish government began to restrict movement between Gibraltar and Spain and strengthen to try and take advantage of the current situation in Europe while every ones attention was focused on Germany and any British response would be delayed by NATO commitments in Germany. This was to try and to pressure the UK to accept joint sovereignty which was begin discussed in secret up until the start of the Reunification war which had put them on the back burner much to the annoyance of the Spanish government. The British response was to do the same thing and put their forces on alert for any attempt by the Spanish on the rock.
With what seemed to be the total collapse of NATO and the two great power greatly weakened in July. Spain began to move force to the Gibraltar border in an attempted to force the point a mech battalions of the Primero Real Mech Regimiento deployed near to the border of Gibraltar along with several infantry and armour battalions.

This set off the alarm in the Ministry of Defence and the British General Staff  who ordered the mobilisation of the Royal Gibraltar Regiment and began preparing forces to go to Gibraltar to reinforce the forces already there. British and Spanish mechs faced off over the strip of runway between Gibraltar and Spain all the while the diplomats debated and tried to secure an agreement. The British government reached out to the USA for help however they refused because they where only just out of Germany.

Tension reach ahead when a Spanish pilot in a Zeus tried to cross into Gibraltar for some unknown reason even now. Shots where exchanged between the forces  and it looked like a war between Spain and the UK would begin here if a far sighted officer in A  lieutenant Jonathan Davion had not prevented British forces from perusing the Zeus. This led to a loss of face for Spain due to what was seen as a blatant act of aggression and where forced to back off and pay reparation to Britain.

The results of the Gibraltar incident caused turmoil in Spain as the Spanish government was seen by the general public to be giving in this was one of the reputed cause of the second Spanish civil war which would happen several year later. In the UK it inspired sense of national unity which would prove useful in the coming years it also slightly soured in the relations between the USA and the UK for the coming years.

Interesting scenario, from this you will get a 2nd Spanish Civil war as you stated, although I could see it being the state trying to keep Spain together whilst Catalan, the Basque region and the Canaries all try to break away and from the British side, if the relationship with the US is damaged enough a strengthening of the Commonwealth, at least with certain countries (Canada, Australia, New Zealand, South Africa and India); all after all have reason to want to create a stable a reliable power block having seen America leave NATO high and dry or be threatened by unstable boarders or belligerent neighbours.

Sorry to Necropost but I really enjoyed the beginnings of this topic and the community world building and thought it was worth dredging up from the depths for those who missed it the first go. I recently thought about starting a new story myself, sort of a sequel to Battletech 1988 in the near future and wanted to make sure the original wasn't buried too deep before I started making references.
