In 3057...

April: Clan Steel Viper forces were intercepted over the world of Cumbres by Cutters 3-1 and 3-2 of Patrol 3 3rd Sqdn Coast Guard doing navigation exercises and survey on behalf of AFFC Naval Command.  The exercises and survey were intended to be preparation work for upgrades to the Logistics network along the Clan front.  One Odyssey class Jumpship was successfully boarded and stormed by Coast Guard "Inspectors".  The Dropships carrying the warriors were shot down before making atmosphere, Search and Rescue pinnaces recovered survivors, whom were delivered to the captured Steel Viper jumpships, along with a citation and fine for violating Traffic safety in the Cumbres System, and three more fines for listed violations of health and maintenance regulations, including but not limited to insufficient lifeboats, lack of pressure suits for crew and passengers, and failure to operate with a valid and current ship's master's certificate from a recognized national, planetary or system authority, as well as charges of attempted smuggling of controlled weapons and substances.

After five days of detention, the Merchant Caste Captain of the Clan Jumpship was escorted to the surface, and from there, to the local HPG compound, in order to make his legally entitled call-whereupon the commander of Cutter 3-1 (LCGS Josephine Nueva-Pueblo commanded by Lt. Commander Nicole Minh) amended the transmission with a copy of the citations, and a demand that proper legal and registration papers be filed by the supposed owner.  The Clan's merchant Factor in the Inner Sphere got to deliver news to his Khans that a Jumpship belonging to the Clan was either to be properly registered and papered, (and then brought up to regulations at the owner's expense), or it would be auctioned off.

He also was unfortunate enough to have to inform his superiors that most of a Trinary of Clan Warriors were to be detained as suspected terrorists, and that the Clan was invited to "Send Legal Representatives to the arraignment because public defenders suck."

The raid had not only failed, it had failed in a particularly and spectacularly humiliating way-the Warriors never even REACHED the surface of the planet to demonstrate their skills, and their Jumpship was impounded by an agency claiming to be serving as police.

an additional message was sent three days later, adding to the listing of charges to include contraband and environmental impact charges for the three damaged dropships captured by the Coasties.

April 19: In the Commonwealth Court of law (local district) on Timbuktu, Hopper Morrison was found guilty on over 400 counts ranging from Piracy to slaving to murder to rape.  Justice Sandra Detweiller-Steiner passed sentence, noting that Morrison's claim of being a 'king' was not substantially supported and therefore he did not have the protections of Nobility, his execution was set for the following Monday, whereupon he was executed by lethal injection.

The parties on Timbuktu and several other frequent raiding stops would take several weeks to come to an end.

April 20: Prince-Regent Katherine Morgan Steiner-Davion was seated on New Avalon under the watchful eye of Champion of the Combined Realms Ardan Sortek, by order of His Majesty the Archon-Prince of the Federated Commonwealth, Victor Ian Steiner Davion.  This had the interesting side effect of separating her from many of her supporters in the Lyran court, and placing her under the eye of the same man whose investigation into the death of her mother was entering its second year.

May 20: CSV Snake Leader, a Congress-class Frigate, engaged and destroyed three vessels from Division 2 Squadron 1, Coast Guard over Jessenice, while seriously damaging the LCS Anembo, a Fox-class vessel undergoing her first patrol mission.  this deep penetration attack was clearly intended to elicit a response, and a response was chosen.

Under the newly confirmed Secretary of the Coast Guard, Elizabeth Anne Ngo, Coast Guard forces were to 'vigorously enforce' health, safety, and contraband inspections within the periphery side of Clan Space, with a particular focus on the interception of materials and goods flagged to Clan Steel Viper and Clan Jade Falcon. 

"Pursuant to the necessity of the directive, vessels flagged to Clan Steel Viper in particular shall be targeted as suspected or confirmed Pirates, and Stolen military hardware of Star League origin is to be destroyed if it could not be recovered...
.... authorization to employ "Specialist antishipping weapons to compel compliance" and nuclear release granted to individual Ship Commander's level including discretion....rule of engagement being compliance with the Ares Convention limit of 75,000 kilometers from an inhabited system or civilian structure..."


Commerce Raiding, in more military terms, had been authorized.

Two days after her order (countersigned by Archon-in-regency Peter, as Victor was attending talks with the Combine and Comstar and dated June 1, 3057), the CSV Snake Leader was nuked by cutters from 1st Division's 4th squadron on approach to Newtown Square.

The Periphery front was heating up...

Problem is primarily two fold. Why swear fealty to a dirtyfeet who has no ties of kinship and knows nothing of their culture or even existence? And ties into second problem of can they trust his successor? Kowloon is trusted because they have blood ties and they know that in 20 years it will still be there and a home. Like one of the latest updates states Folk flee when war starts because it only ends badly for them. Can they trust that in twenty year that Victor will not ****** them over for his states advantage? Will who ever come after him?


The key is that by swearing a form of fealty to Victor they get protection from other nobles who want to grab their ships.  Some Baron or Count wants to grab one of their ships?  Sorry it belongs to Victor S-D.

By having their organizations swear to Victor they limit their oaths as only the organizations that would be operating in the FedSuns swore to Victor, and Victor would understand they will be judging him and his descendants before they swear to anyone else.  For dealing with others, it would be as a corporation where if the noble wants to hire transport, they pay the fee.  If the noble wants to try and grab a ship, their noble patron provides a bit of protection.  Feudal loyalty, but also top-down loyalty.

Commander Minh's actions were within the scope of the regulations you authorized when you nationalized the service-they were violating traffic and intent on bringing violence to the planet, She was in-system doing survey and prep for the LCN's facilities, it was a legit interception of suspected pirates, and she bent over backward to avoid any appearance of mistreatment or violations of due process of law."

"And then one of theirs attacked one of yours, and you declared war." Victor interjected.

"They brought a Congress-class, they were looking for a fight, and the surviving ships from that Patrol have records clearly showing that they shot first." she asserted, "So now we shoot back, and...we make it cost them."

Elizabeth stated, "if you don't like how I'm running the agency, you can relieve me of the position.  The fact of the matter is that per every definition we've got, the whole of the Clans are jumped up, high-tech bandit kingdoms, and if we let them fester they'll be a problem forever, but the AFFC doesn't have the rebuilt strength to push them out-for as long as they keep getting spare parts, replacements, and can move their forces into the occupation zones we can't afford to liberate yet.  Screwing with their supplys is the strategically sound move, authorizing Nuclear torpedoes in support, is the tactically sound move when they're tooling around in Trillions of Star League Dollars worth of stolen public property armed with capital weapons. You don't send a platoon armed with pistols to take on a battlemech, I'm not going to leave my people facing Frigates, Cruisers and Battleships without adequate antishipping weaponry."

Victor had gotten too used to people putting air under their feet when he said 'frog', so it took him a second to recognize she wasn't going to be bullied or back down on this.

"Yeah, that would be unreasonable." he nodded.  "okay, show me the actual plan madame Secretary.  How are you waging this...'vigorous inspection and enforcement tour'?"

"First, we're not sending everyone.  I still have everything along the Periphery border down to almost the Marik side to maintain, and we've still got to hold down the neighborhood to keep Hopper Morrison's replacement from cropping up and shitting in our breakfast...so it's 2nd and 3rd Divisions, rotating one squadron each on three to six month tours into the Clanner zone following a specific pattern mainly focused on denial of service and removing combatant assets."

"Combatant assets meaning..."

"Meaning only a damned idiot would think the Clanners are going to give up their warships to be returned to the people who paid for them." she said savagely.  "So priority with warships and combatant dropships is pre-emptive elimination using stealth, deception and sudden violence.  Enemy conventional jumpships will be handled the same way we handled Hopper Morrison's people whenever it's possible to do that, until the Clanners start clumping everything into convoys."

"What happens then?"

"Then we start hitting convoys with wolfpacks.  The Clanners will be forced to commit major assets to protecting their supply chain, and that kind of protection isn't cheap or easy with a supply line as long as your sources say theirs is, it's going to degrade their ability to move troops around their zones, resupply them, and replace losses.  we only need to keep it up until something breaks on their side bad enough, then they're going to be vulnerable to the counterattack we-the-Federated-Commonwealth should already be preparing, training and equipping to launch.  the idea is to stress them out, wear them out, and starve them down to where we can kick them out."

"Who's your field commander?"

"Flottenkapitan Bianh Vu Dao, from Division two." Liz told him, "Once we've rotated through Division Two's turn, Vu Dao will be passing the baton to Lian Cartrwright with Division Three, while Division Two takes up a rest-and-refit period at Boojum and Division Four moves up to hold Division Three's reserve and backup position along the front, mostly keeping busy with standard Health-and-welfare and SAR duty on OUR shipping routes and watching for enemy counter-moves.  After Three finishes their twelve months, four moves in, Two moves to the rimward theater, and one takes up, and so on... basically cycling one-year cruises into the zone, with a one year period as backup to learn how it's done, and the one-year stand-down for rest and refit... if we're still doing this in five years, then division Five will move up to the front."

"I need one of those divisions for a longer mission, Liz." Victor told her.

"How much longer?"

"Longer.  Going-to-their-homeworlds longer, maybe." he told her.

Elizabeth swore quietly.  "I wish you'd told me sooner, I have to rebalance everything now.  The plan relied on having plenty of replacements ready-to-go and a good refit schedule, and logistics..."

"did your people ever finish designing those Destroyers?"

"We can't fund them." she asserted.  "I mean, I thought we could, but not with the coverage I have to take care of now-we need more hulls and more crews and more captains and especially navigators, that means I don't have the budget for the Destroyers in manpower, never mind Kroner."

"you can build them, though?"

"We have two prototypes on hand and the lines are still there...but I got nobody to put in them, and they don't line up with the Foxes you're getting from Galax and Alarion."

"how so?"

"Fittings, lack of drop collars, weapons..." she spread her hands, "The Admiralty told me 'no' when I shopped them the designs, because they don't fit the plan, especially not to operate the way we designed them to."

"walk me through it."

"First, the Destroyer design isn't intended to go into combat fully pressurized..." she started to explain.

I enjoyed the story updates!  Glad to see Katherine as regent in the FS portion of the Federated Commonwealth.   ;D   Also, glad to see Victor being more of the Archon Prince of the FC and learning something from Elizabeth Ngo.  Will there be a story of Archon Prince Victor cleaning house or promoting actual spacers in the AFFC Navy?

Possible but still need to find people willing to go. Right now it looks like Liz is having a very hard time just trying to find enough people willing to leave their rocks and claves now to help her. Getting people to settle that far away on a gamble might be pretty hard especially when it means greater contact with powers known to ****** belters over.

Though right now it is time to see the vipers and falcons get their arses roasted. The clans are just not built to handle total war or people who treat warships as serious business and if Victor opens more funding so Liz can build her destroyers and a proper fighting navy its just going to get worse for them. Even with Victor stealing a division he might come back to find the those occupation zone in a state of collapse and being steadily rolled up just because the clans have lost so many jump ships they can move or resupply the ground pounders.

"Crackers is a method using laser drills and solar mirrors along faults on a rock, like DOME did, it takes some time and you lose some in overspray since you can't bag the rock before you break it, but it was the approved method in Sol system in the 26th through 28th centuries due to the Hegemony's disarmament laws.  I'm assuming yours are descent from the Exodus times, which predates Cracking, so there's a chance yours still use Rockbreakers and bag method, but see, I don't know and it's important because of how much material you need to keep going in the smelter or it clogs up-thermal loss, you dig? you need a volume on a producing smelter to keep the temperature up to optimal for feeding the forge, which ties to shut-down and laydown processes so that if you DO have to do a shutdown for maintenance,  you're not spending the next six years breaking slag out of the chute with diamond bits and gas-hammers."

"ROckbreakers. Yeah, for optimum output you're going to need rad-monkeys who can...oh shit, don't tell me...The one thing I didn't pack, and you don't have any."  Chester sighed, "I need to talk to your senior belter reps, find out if anyone is qualified with nuclear explosives, and we're going to need to go over your laws to make sure we can even do this.  If we can't, then I've got to figure out how to make a dribble of  laser-cracker operations feed a smelter designed to digest volumes measured in the thousands of tonnes per minute."

"It'll have to be amazingly clever unless you've got a broad base of wildcatters lurking in among the rocks." Chester confided. "see, Germanium's a light element, which means you seek it in outer systems because it's not going to hang around in the Inner unless it gets stuck on a planet, but it's not like the denser metals-you have to carve colloids most of the time...and bigger in that case, is better, the further out you go..."

IIRC the normal belter burrow would be more analogous to a clan/tribal/village compound than a "normal" nuclear family home. I don't know how the Cambiano belters might differ.

There were a few angry mutters around the room, and furtive, offended glances at the First Prince.

"Which is fine!!...for a naval situation seven years ago." Elizabeth growled as she rapped her Cane on the table.  "SEVEN YEARS AGO!!  Seven years ago, nobody had a fleet.  Seven years ago, nobody had the kind of fleet that we have today, which is a SHADOW of the fleets that left with Kerensky and the fleets that savaged most of the Inner Sphere for the first two succession wars!!"

That got their attention.  "Seven years ago, when the RX-79 was a design study, Navies consisted of a few stick-and-ball jumpships, nobody even remembered the words 'lithium fusion battery', and 'clan' was synonymous with a tribal family grouping most often encountered on NORTHWIND."

She limped along the table.  "I read the strategic analysis of the battle of Tamar, the analysis that led to the decision not to reinforce.  Herr General, We had to let that world fall, because the Clans had a fleet that could engage in combat, and we had a speculative design study as a response...a design study, not for a ship designed to combat other ships, but instead, an armed troop carrier and landing support vessel...which is now the backbone of the Warship branch of the Federated Commonwealth Navy." she aimed her stare at his FedSuns counterpart, "It's a good troop carrier.  we need something to keep it alive when the enemy shows up with proper Phek'ta WARSHIPS  to destroy it!!"

she halted, and turned to Victor, "Am I in any way incorrect, Your Majesty?? Have I overstepped my boundaries? stated anything known to the men in this room to be untrue?"

"you did fine Liz, have a seat, you're going to topple if you don't."

"Ayeh Sirrah." she said, and hobbled-limped back to her chair, as Victor stood and paced the chamber.

"You men, are the men in charge of several key areas of the Armed Forces Procurement, Strategy, Tactics, and Training commands, as relates to Naval issues.  I expect your eager and total cooperation, to include intelligent obedience to the Secretary's very, very, very reasonable requests.  In Two years, This nation, allied with other Star League states, will embark on an offensive against the Clans.  In two years, the largest multinational force since the SLDF will be embarking on a mission of Liberation, and then, a mission to bring the war back to the Clanners at their home.  Some of you have tolerated foot-dragging, malicious delays, profiteering, nepotism, and incompetence in your ranks, because you don't think the Operation will be launched, and you don't anticipate, as a result, that will succeed."

he stood, arms akimbo, then brought his hands together, "Allow me to make something absolutely, perfectly and completely crystal clear here...I will not accept less than the best. I will no longer tolerate waste, fraud, delays or abuse of assets.  our Nation's Soldiers will not go to war with less than the best we can provide them with, they will not hang out there unsupported, they will not be sent out merely to die in order to prove a point." he sneered.

they sat staring, stunned at the turn from affable prince Victor, to this Lord of War before them. "SO...here's what you're going to do,  Leyton, Grassley, Gibson-you are going to ****** the Avalon Cruiser's program.  I do not care who you fire, demote, promote, or throw out the airlock, I want my Cruiser fleet.  Rossman, Luvon, Steiner-Herzinger? Fix the Mjolnir class. Again I do not care whose toes you step on or whose feelings you hurt, if those contracts need to be canceled, you cancel them and put them back up for bid with the  previous holder blackballed, you will, in particular, Luvon, go through the personnel lists and you will remove all the Nepotism hires, anyone who can not do what his job title says he is supposed to do, is to be canned, their career destroyed, their finances ruined and their reputation in tatters." his eyes burned, "AM I UNDERSTOOD??"

some faces paled, the faces of the officers not yet named. "as for the rest of you...Guards, escort these...'officers'... I have not named to cells to await trial, assure they have their personal legal counsel notified after their interrogations."

"Victor!! Why are you doing this! My family is LOYAL!!"

Victor turned to the General being restrained by MI-9 officers, and he said, simply, "We are at war,  Michel, and your...personal enterprises have been and will be detrimental to winning that war...so you have to go, and I need examples to prevent the next crop of men like you from rising to the rank you hold...and I'm sorry, but you earned this. You stole when you were supposed to build."

He turned to Elizabeth, "Madame Secretary, inform your people I expect adequate progress on my destroyers, or you will be next."

Though what will most grind teeth and humiliate people is in two to five years in the aftermath the Landmark destroyer is going to be considered the most efficient killing machine in space per kroner and ton for the FedCom. Shrugging off damage that would kill its bigger sisters and the terror of clan warships. And the most common warship save the Kowloon cutter because it can actually be produced in useful ****** numbers.

It would have also explained why so many nobles flocked to his sister Katherine, as she was letting them have their 'minor bonuses' while Victor was obviously a cruel warmonger trying to turn the FedCom into a warmachine for his own vainglory.


Of course I also wonder what Comstar is thinking as Liz is steadily producing a fleet that can harass the Clans, and their own Warship fleet is sitting quiet.

Ohhh!  Got the story update Awesome!!!!  Victor is at least living up to the administrative portion of being the Archon Prince of the Federated Commonwealth!!!  Looking forward to the economic and political fall out from this!  What will the common citizen think of the Archon Prince about this?

I've figured out a plausibe explanation of this aspect of Fasanomics. To explain the pathetic militaries relative to population size and planetary GDP isn't that hard - a combination of healthcare taking up a vast proportion of resources, and loads of unproductives taking up breathing space.

IOW, Elon Musk's 'ten people managing one coder'. Extrapolate that to an entire society.

You can't do anything about either factor because it would be 'inhumane' and 'cruel', and also because of the social unrest factor, even in oppressive societies like the Dracs and Cappies. A lot of people pretending to work, and unfortunately they get real pay on the state largesse or via some other mechanism.

Then you have the clans, who cut out all that waste. Healthcare? Pfft, if you can't work any more, they'll just euthanise you with a cyanide pill. Bloat admins? They're taking valuable resources from building moar mechs, get rid of them!! :D

So what would civilians think?

I expect a lot of unhappiness and pushback.

Except the thing is, those 10 people "managing a coder" are more often than not just as important as the the coder. There's sales. There's marketing. There's administration. There's legal. There's HR. There's maintenance, logistics, IT, security, transportation, payroll, etc. There's people managing the git because despite what people think, managing version repositories needs to be done. There's people liaising with very powerful and important organizations with words like "foundation" in their names who will be called in when shit hits the fan. If you don't want to bring in another firm to do risk assessment, you've gotta have an in house staff with very specialized skills to do that. There's people who don't write code but do read it and create documentation (the degree for this counts as a liberal arts degree FYI) so that if a coder gets hit by a bus, his replacement isn't stuck trying to work through the poor bastard's work from first principles. Heck, there's even people removing code to make it actually readable so that other programmers and document writers can do their jobs and it makes the code more efficient too.

Half again that to account for padding since things like family emergencies and medical issues and just plain people using PTO will take out portions of your work force and you want to have a decent bus factor. Double this if you want to go international. Triple the size of the legal department in the EU because the EU has absolutely no f-ing chill.

If you've got a simple one line proverb that explains everything wrong with a complex topic,  it's wrong or a vast oversimplification to the point out actually hurts more than it helps.

Getting a bit close to RW politics, so I won't get into that bit.

 but historically, the Clan's planned economy (which is what they have) is horrible at innovation. Which is to say, the Clans develop what the warriors want. Which is great, if you want incremental improvements. Warriors love bigger and faster guns.

What will the warriors say when someone in Clan space suggests something like oh, a home computer, which of late has driven a huge amount of our productivity and progress?  or just some study, because they're curious about some anomalies about how KF equations work out, which will probably amount to nothing (a huge amount of basic research does amount to nothing, practically. It's just that the bits that do amount to something amount to a LOT). The very things that drive modern technological innovation are anathema to the system of the clans--given that they had a complete SL database, even with the Pentagon civil wars, the Clans should be rolling up in 1953 George Pal style martian war machines--not equipment that is identical in kind, even if it is a little lighter and longer ranged, to the equipment used by the Inner Sphere.

The progress reports from Cambiano sat on Victor's desktop display.  he examined it compared to Lohengrin's reports on activity in Kowloon's system.

There were some drastic differences in culture involved here-more than he'd suspected when he overrode Ngo's policy against trading outside the Commonwealth state.

The Cambiano shipyard would be on time, and on schedule, but it wasn't going to be the kind of manic, geometric expansion that Elizabeth's policies caused in the Kowloon system.  Why??

Because the demographics of the population simply didn't allow it, nor did the conditions inside that star system itself.

Just not enough of the population of that world lived in their dense, nearly untapped, belt systems and outer regions-not yet, anyway.

Right on the edge of Spring on Kowloon, and Elizabeth was stuck here, on Tharkad.

"What's this?" Victor asked.

"My resignation." she told him.  "I broke my toothbrush this morning, and my doctors confirmed I have stage two lesions developing, I've been prescribed a mix of anti-seizure and narcotic pain management drugs, and I'm unfit for further use in National Service...so, my resignation, Your Highness, I can no longer fill the role of Secretary of the Coast Guard to an adequate level of performance."

"If I accept this, what are you going to do?" he asked.

"Start interviews for my replacement as Duchess, try and make adequate arrangements to guarantee the Firm's continuation in my absence, maybe pick up a hobby." she said it with a feigned casual tone he wasn't buying for a second.

"Have you considered pursuing medical treatment?" he asked.

"No." she said, "I am aware that for seven hundred years documented, Cholmann's syndrome has no treatment that will slow the progressive degeneration, never mind stopping it, and reversal isn't in the cards-we don't know enough to treat what I have, and I lack a burning desire to die as a guinea-pig so that another raft of failure can be laid on centuries of it, or forgotten...which honestly seems to me to be the more likely outcome."

"You should reconsider, Liz." he said.

"If you can't afford to lose something, if something is indispensible, you can't afford to use it." "You'll get them." she asserted, "The engineering drawings and much of the tooling have already been moved into place for Ioto to assume secondary production at Gibbs, and they've even got some boffins looking at improvements to key areas like cruising range, protection, and expansions of role-but the base models will be capable of everything we agreed a destroyer force should be capable of."

"What's the hobby?" he asked, redirecting her.

"I was thinking I might spend my final years doing science, actually." she said, "Exercising my reason and rationality to hold onto it for as long as possible before I lose the ability...though I'm toying with revisiting the idea of a university devoted to peaceful pursuits and valuable basic research that we've lost over the centuries...something a little more useful than starting wars or spilling blood...your pardon if that is offensive."

He found himself chuckling.  "No, that's not offensive Liz, but Academics? that seems hardly your style."

she rolled her head, popping vertebrae as she did so, "Your Majesty, when I was a little girl, I wanted to be a star-explorer, like  in those youth novels, the Star Cadet stories." she fixed him with her gaze, "Well, I can't be one....but I can be a scholar, and a patron of explorers, and maybe some day, a little girl will want to be Rhiannan Slyghe and she'll actually be able to grow up to be Rhiannan Slyghe..or as close as any real human being can be to the space-navigator heroine in those books, seeing things nobody has seen before, in places nobody has been."

"My brother, Arthur, he loves those stories, still." Victor commented.

"They're good stories." she agreed, "I'm not fit to run the agency, Majesty, please, let me leave with some dignity while I still have some dignity to leave with, not carried out on a backboard under seizure restraints, screaming my throat bloody."

"This seems kind of sudden, Liz. There's more to it than you're saying." Victor stated.  "It wouldn't have to do with Morgan Kell's son, would it?"

she scowled, but failed to answer.

"I see...you can't remain on the Advisory Council to the Archon, and criticize a policy of this importance-at least, you don't think you can. am I correct?"

"The Cabinet-the Advisory Council, must present a united face to the public, Victor.  I know you want the Estates to vote in favor of confirming your determination regarding the Wolf Clan refuge status...and Morgan Kell is a national treasure.  BUT!" her scowl deepened, "BUT, Phelan Kell willingly-and-knowingly provided intelligence, active assistance, and aid and comfort to an enemy that has invaded the Commonwealth, he is a traitor...and, I can not in good conscience remain silent if he is welcomed after committing high treason, but, I know that you intend to do so.  I will not undermine the government from within, so, I resign, leave the job to someone who is not me, not going to threaten the appearance of unity in the government's higher offices.  'Duchess Ngo' making a speech on behalf of the displaced and disenfranchised does not threaten the stability of the realm.  'Secretary' Ngo, does."

He Mulled...."Your replacement, are they competent? by your standards, Liz?"

"Yes your Majesty, Alicia Li is absolutely competent to run the agency as Secretary instead of Rear Admiral."

he sighed heavily..."I regret to accept your resignation, Madame Secretary. You've done an excellent job for the Realm."

If this is the case then I wonder.
As far as I remember (I may be wrong) Katherine wanted Victor to be her warlord that she could unleash but if he has only substandard equipment then his threatvalue is low and may have led to some embarrassing defeats.

You are right with your assessment of the additional infrastructure.
If you outsource everything then bad things happen. Like your people need papers for the IRS but because this part of HR is outsourced they dont get it and so they have to pay more taxes.

To The Wobbly Guy:
Reminds me of what the people said in the GDR.
They pretend to pay us and we pretend to work.

So, yes, I like the way this story is going.
I would really like to know if Victor will do it the Lyran way (you did wrong, so that means prison) or if he goes back in time (Napoleonic - yes, I saw Sharpe too much) or if the think with Omi is also in this timeline, because there is always: Charge the enemy, volunteer for a Forlorn Hope and your sins are forgiven.

The News didn't take long, but the video...

(early evening) she stood at the dais, facing the Estates General, and most of the cameras of the media.

"I am Elizabeth Anne Ngo, Duchess of Kowloon.  I have agreed to speak on behalf of those who cannot be here tonight...Oh Relax, Benjamin, I'm not going to have anyone shot...kill one dirty regent and everyone thinks you're a maniac!"

[polite, nervous laughter]

"When I was born, I wasn't to be the Duchess." she began.  "I was not even the spare.  I had two older brothers, and my father was in his prime...and then...The Clans Came."  Her tone emphasized the words, drawing a glaring light on them.  "I didn't want to be the Duchess of anything, nor a duke.  My girlhood dreams did not involve these seats of power, I fully expected that the only times I would see this chamber, were on Holovid...I wanted to be a Scholar an explorer, like in the youth novels some of you grew up with...and then, The Clans Came."

She reached up and brushed a lock of hair back.  "The Clans.  The degenerate, pseudo-primitive desdendents of Kerensky and his SLDF...the same SLDF that deserted into the deep periphery like so many bandits after them!  The Army meant to keep the peace, formed to prevent a general civil war and to tamp the violent ambitions of the House Lords? in the time of crisis, Abandoned their duty and, like so many Pirates after them, hauled off to the deeps, taking away the only chance anyone had of preventing the horrors that would follow!!"

She paused, "but what has that got to do with today? I'm getting there, please, be patient with me." she leaned on her cane, adding, "it's so hard to stay balanced on this tiny platform! I don't know how anyone does it!" with levity and a smile, a cue that a few catch and fewer chuckle at.

"Ah, 'the Clans'. In '49, they came, only we didn't know them then.  they came from nowhere, and struck like a blinding tide, devouring all before them, Mothers, Fathers, sisters, brothers...in the following three years they devoured forty percent of the Lyran Commonwealth, including nearly everything in the Tamar Pact member-state, and no-one could stop them."  she paused, "We were able, sometimes, to delay them, but...My father fell in 3049, and they took my middle brother Henry from me at Blackjack in '50, and my oldest brother Patrick, who was technically the Duke, in '52...and now..." she scanned the faces around  her, "...Now, one of their factions seeks...what? Refuge because the victors could not resist tearing one another apart?"

She closed her eyes and opened them, "And who brings this windfall to us?  Why it is the son, of a national treasure, a true hero of the Lyran People, the son of Morgan Kell himself...the son, who turned his coat in 3049, who helped them conquer our colleagues and kill our brothers and our fathers." she focused on the assembly.  "He defected, he turned his coat, he gave them aid, and information, and apparently did so well at it, that he gave them leadership.  My losses, are not unique.  I'm simply here, because for the millions who have lost and lost more I am conveniently placed ask the question, 'Should we forgive'?"

"I have learned that Kerensky's Armies, after betraying the people of the Star League and looting the Hegemony, fled into deep space, and then, fell into one another like cannibalistic animals, and that these 'Clans' are the result...this isn't new.  This is the origin of every Bandit King and Pirate band in the outer periphery from Tortuga to The Rack! The only difference being, with the looted knowledge of the Star League and a messianic leader, they were able to form some kind of mutated parody of a society, one obsessed with attacking and war and using civilians as stepping stones and blood as grease for their obsessive war machine...and the son of one of the finest men whom has lived in my lifetime? turned his coat and joined them."  she let that linger a few breaths.  "Should we forgive?"

she straightened, "They came as Thieves and looters, behind a wall of silence and secrecy, bearing weapons to harm and kill those who might have greeted the return of the SLDF with open arms and celebration...should we forgive?"

"Phelan, son of Morgan, brings them here, to seek safe haven...should we forgive them for abandonment, butchery, occupation, atrocity? should we forgive them for coming as pillagers behind a shield of silence? Only to come to speak, when their own internal feuds have left them with no-one else??" she snarled, "Should we Embrace and forgive them??"

"Shall we forget, then, what these 'wolves' have done to our people, our nation? embrace them in hopes of what??  that they'll share a few trinkets and beads of technology, but only if we tolerate a system that classes people as property and trades in lives like coin, on the say-so of a man who knowingly turned traitor, and did such a good job they made him a leader?"

On most news reports after the address, the next five and a half minutes are edited, jumping straight to Medical personnel lifting Elizabeth Ngo's body onto a backboard, restrained, with IV's in the aftermath of her seizure.

The Archon Prince, Victor Ian Steiner-Davion, had to step in, and cast the deciding vote to grant Asylum to Phelan Kell's galaxy of Wolf Clan.

The vote was that close.

"Thanks Brunhilde.  In a press release this morning by officials of the Lyran Medical Corps, the somewhat theatrical grief-display on the floor of the Estates General by Duchess Elizabeth Ngo of Kowloon, is not the result of, as many critics claim, excessive drug abuse or emotional manipulation, it is the result of a terminal illness the Duchess suffers from, one of the six so-called 'incurables' that the Star League failed to find a treatment for-Duchess Ngo's collapse ont he floor is also their explanation for her resignation from a Cabinet level post in the archon Prince's government."

"What's the syndrome, Karl?" the Anchorwoman asked, "What sort of terminal illness is it?"

"The official name is a mouthful of words, but the common name is 'Cholmann's Syndrome', it is a degenerative neural disorder that occurs roughly one in five million cases, and Duchess Ngo is confirmed to be in the second phase of progress, with a prognosis indicating she is unlikely to live to middle age, and very likely to die in great pain.  The Seizure on the floor of the Estates was only five and a half minutes, but by the time she degenerates to stage three, her seizures will be, and I quote here; constant, agonizing, and without the ability to pass out or go into shock. the LMC's statement includes the coda that the Archon Prince is looking into forcing Duchess Ngo into experimental treatments."

"The hilarious part, Liz, is...

...that I am looking into forcing you into some kind of treatment."  Victor told her.  "You're just unfortunate enough that every medical expert I can find says the same thing you did-that there's nothing anyone can do."

"You have better things to be doing, than worrying about me, Your Majesty." she poked at her tray of hospital food, "why is the jello always green? it tastes like apples, shouldn't it be clear or yellow?"

"That's one of the great mysteries of existence." Victor told her.  "Here's the thing, I don't need to have a viable treatment to put you on permanent in-patient status...but I don't want to do that if I don't have to."

"Fair of you." she inclined her head.  "what's behind the second hatch?"

"I'm holding a banquet tonight, and you are going to apologize to Morgan." he told her, "that's the price of me letting you go home, instead of into the Security wing of the New Avalon Institute of Science's Medical research department...you're going to publicly apologize to Morgan Kell for your comments on the Estates General floor, chalk it up to the onset of your condition or make an excuse or..whatever, I don't care, but you WILL apologize, it WILL be sincere...or, I can make sure you get the best medical treatment we can find, scrounge, recruit or dig out of the aether and we'll keep you locked up until you're either healthy, or it's proven there really isn't a last minute save, and you know me, I believe in last second saves."

"You have no idea what you just used to threaten me, do you?" she hissed.

"I do, actually." Victor told her, "The difference is, if I'm locking you up for medical? you're going to be treated, until you can't be treated, and you wont' die screaming for three months before someone finally has the humanity to end it for you.  I will make damned sure your suffering is humanely ended if it gets to that point, because I'm not a monster."

"I'll give the apology." she said, "and then, I'm going home, and I don't expect to hear from you again unless it's over my taxes."

"that's fair." Victor nodded.
