He still has to to the hospital perimeter on the ground on foot, pass the hospital parameter and get to the Ferret - which has to kept in a state of least somewhat redadiness for take-off ...

Maybe if the jailers go the whole nine yards and let him have a jailer's uniform and a marked prison vehicle ....

At least he has a chance. A small one. Better than sitting in a cell waiting to be murdered for political points. I hope Julio survives but at least this way he can die with a clean conscience that he at tried. Still he has to get to the chopper and not die or get infected and then get home and not get shot down by defenses...

...before having a crisis like this??"  Elizabeth was on her way home from Tharkad.  The stop in the Arluna system was supposed to be a friendly thing, letting Diego know his new neighbors were going to be settling into the outer system, that he'd have a cushion if he played his cards right, that she'd bailed out his incompetent ass enough to let him actually try his ridiculous and stupid economic ideas by grafting an economic engine onto his weird social experiment.

Well, that's done, dead before it could be born.

"Give me the run-down Anh." she scowled.  "What am I looking at here?"

"well, from the signals and telescopic data, they're definitely dealing with widespread social disorder and some kind of outbreak." Anh Cu'ong had been setting up assay offices on one of the lifeless moons of Arluna's second gas giant.  The Guard was doing pre-prep for the Rockjack combines in order to keep the claim rush in some kind of order, and to play some exercises out in terms of developing into a wider agency than single-system operations.

"Outbreak, how bad?"

"Your...debtor? he's dead." Anh told her, "as far as we can tell, most of his family are too.  The Civil government's struggling with emergency power vacuums, logistical network collapses, and this bug? it's nasty."

"They're going to be blaming me..." Liz muttered, "I know it, it's too..." she sighed, "Where's LMC? or...anyone?"

"Your guess is as good as mine, Your Grace."

Elizabeth rattled off a tirade of obscenities and pulled at her hair, trying to shake off or deny it, then... "well, I guess we better do something.  What is left of planetary government?? is there anywhere we can stage a relief operation?"

"That's nuts, Your Grace!"

"maybe it is, but someone has to do something.  Is Comstar taking calls?"

"a...a busy signal, Mum."

NO!!!! "AGH!! No! Shit!! Okay...stop setting up the assay office and get ready for reinforcements, in the meantime, I want your fighters and dropships at the zenith and nadir points, put up plague beacons and start diverting traffic, I'm going to need your Jumpship crew to take Maryanne to the nearest HPG and forward a warning to the Commonwealth Command. Also turn over copies of everything to the first AFFC officer you can confirm is an actual AFFC officer.  I'll be doing the same from Kowloon.  If it's as bad as it looks from these reports, we have to get in front of it before it spreads, and I guess I'm going to be penning a desperate call for help to Archon-Prince Victor...and maybe it MIGHT reach him before this turns into something bigger than one planet having a catastrophe...but just in case, I'll be using my nonexistent authority to mobilize every potential asset we've got back home to help get this under some kind of control...and hope that I don't end up grabbing my ankles in front of the Estates General for overstepping my authority."

"Duchess out."  Liz cut the tightbeam connection.  She turned to her Flag Captain, "Bianh, send my escort fighters to back up Cu'ong's people, and I guess they can have the Isabella-more dropships to enforce the quarantine is better than less."

"Aye mum."

"What's our charge status?"

"We'll be ready for jump in three days using double-charging, Your Grace."

"Then double charge, drop my dropship and all the fighters-they're assigned to this system for the time being, orders are to construct and enforce a quarantine until AFFC authorities come to relieve them, or we do...god, it's not going to be enough but we have to do something."

"If you have to ask permission, then it's no longer a Right, it has been turned into a Privilege-something that can be and will be taken from you when convenient."

"There has been a biological weapons release on Arluna, in the Lyran half of the Federated Commonwealth, and it's a nightmare bug, one of the Star League's from John Cameron's time, Primus." 

"Brief me, what are we looking at?"

"a project that was supposed to be discontinued and materials destroyed.  Project 21B, was intended as a biological peacekeeping agent for suppression of territorial state rioting.  The problem is, it doesn't work the way the designers intended, and what they cooked up at the project site required destroying the site after the first test."  the archivist swallowed, "Analysis and copies of the viral code were retained by SLIC under 'Majestic Protocol Seven'."

"What...is...it?"

"A level zero contagion.  Lethal.  Not the pacification agent that was promised, it's a super-killer, though not as bad as some of the other level zeroes we know about-this one, at last, does not jump phylum."

"Oh god, don't tell me we've got..."

"No samples. Just information and cautions.  The problem is, the project was canceled because not viable means for developing an innoculation was seen as likely.  it wasn't supposed to still exist, but your predecessors did not purge the information we have."

Mori's eyes widened.  "Where is Arluna?"

"It is above the truce line, Primus."

"The Clans...will assume we released this on purpose!!" she spat.  "Gather all the data you have on Project 21B, and have it delivered post-haste to the A-station on Tharkad with orders to immediately deliver it directly to the Archon Prince of the Federated Commonwealth, then prepare a public release calling for volunteers to assist in bringing this monster plague to heel."

"What about cover stories?"

"We'll figure it out!!  in fact, take great pains to show we did not think this thing was loose!!" she paused for a moment, "Oh, and tell your brethren on Gibson that I expect their fullest cooperation in this effort, or we'll make certain everyone knows that they were responsible!!"

she wrapped her robe around herself, "And get me a real-time link to the House Lords post haste.  I know what 'Level Zero' means!!"

She should also get a active link or priority message to the clans what is happening to warn them off because Arluna is in striking range or there abouts and some cluster is liable to hear of the build up and come poking.

Which leads to the other problem. Kowloon is so far in charge of the blockade and technically own most of the system and only does not own the whole thing because Victor intervene but at this point the local government is dead... Does that not mean the system defaults to Elizabeth anyway?

With their enclave on Kwoloon, the Falcons will learn of Arluna. If Marthe is smart about it, she'll call the Raven to help establish a quarantine in the system. If she also ear Mori's address to the House Lords, she could propose collaboration. It would bring goodwill to her Clan and their allies.

i don't think they have an enclave there yet. in most of his stories that doesn't happen till around the fedcom civil war era, and we're not even out of the clan invasion era yet.

and we don't know if this story is in the same continuity as his last one, anyway.

Pretty sure the Falcons dont know shit about Kowloon yet or care. Her brother might not even be alive or gained warrior status. They might not even want to come into their region depending how the Arluna situation pans out.

Part of it is Mori doesn't want anyone to blame C* for this shit.  After all, they can't be sure no one else has surviving Star League records, like say the Clans?  Or that whoever found a container of this didn't send out images or info stenciled on it.

Because if anyone suspects this stuff being made fresh rather than left at the back of the fridge behind the pickles?  Terra and Comstar would top the short list of people with the means to brew some of this up.

Thus, at least to the House Lords and Clan leadership, the First Circuit comes clean.  "Yes, we recognize it from the file the Star League considered horrific.  It was supposed to be destroyed, and a record was only kept on how to recognize it, not make it."

So Mori knows she has WOB on the payroll..

This shit is too dangerous to all known space for those kind of games.  WWI is sometimes called the war that was called on account of the flu.  We might see a parallel of that here.

As for the HPG station?  No need for anything that dramatic.  Just need it to go into a hibernation mode after sufficient inactivity.  Which requires the right passwords and knowledge to power everything back up without wrecking the place.

"What are you going to be doing?"

"calling for volunteers to land on Arluna, we need to learn more about this 'Twenty One B' super-virus, maybe find a way to fight it...and that means we need controlled experiments to see how, exactly, it works that the Star League couldn't figure out...god, and we don't have enough doctors or scientists as it is!!"

"Why us?" Li asked.

"Because we're here, Li.  because we're here...inside the zone that has to be quarantined.  We may all die, but at least we'll die doing something besides waiting to expire."

Likely the first thing to do for the quarantine - to buy time to get ships there to enforce a blockade and stop panicked escape by ships that could carry the infected - is to take the word literally (the origin of quarantine is 40 days).

Victor announces the outbreak of an unknown disease on Arluna and has every planetary government within range of Arluna by the most generous estimate of the outbreak order a 40 day hold on all jumpships in their systems - also wherever possible of dropships, and for that matter of internal travel between continents, etc. Please take medical precautions when travelling, etc. If insurance does not cover for losses resulting, the FedCom (and ComStar emergency relief services) will provide financial aid.

That gives time to get forces out to enforce a blockade, to identify which areas are infected and hopefully isolate some worlds or areas of worlds before the disease reaches them.

At that point, Victor announces, well good news is we know what we're dealing with and how far is spread, now for the bad news... it's deadly and spreads like wildfire. All areas known to be infected are under indefinite quarantine, areas and vessels that are not showing will be quarantined until (insert most pessimistic estimate of incubation period, plus 40 days) starting from the date they were first halted and entered quarantine.

I'm sure those who've played games like Pandemic and so forth will have other suggestions, but I doubt honesty will be helpful in the initial announcement.

The thing is, it can't just be victor or even comstar--it has to be EVERYONE. The other successor states, the clans, etc, because even one ship slipping out means this starts again--and there will be people desperate to escape who will try to say: no, we're not from there! while going to a hospital hoping that this world will have a cure--and the forty day period means that by the time they're found?  There's another locus of infection.

Nobody can play games with this, at all. So I expect that hopefully, everyone will agree "the war is on hold until we get this under control."

Honestly Victor might want to call up the Wolves and Falcons and call not only for that truce but any naval stars they can spare to act as enforcers. Its dangerous in more ways than one but make it a honor point and containment of a threat to all and he could get resources vitally needed. And if they clans back stab? It gives Victor ammo to shame them and it costs him only worlds he was probably going to lose anyways...

This could also gives the falcons reason to poke at Kowloon as perhaps the only world in the infected zone that is not infected and hard at work trying to make a cure or at least contain things...

I posted a Sampan Mark I proposal in the design thread for this.  Quarantines only work when everyone plays by the rules (meaning: runners get shot).  The more interesting situation will be a runner that heaves to when told to do so.   A packed ship holding in orbit will need food and water to wait out the incubation period.
