Title: Question About The Battle of Tukayyid Campaign

Howdy all.

So in chatting with my co-players in our Tukayyid campaign (playing the Smoke Jaguar portion), this question came up:

In Battle of Tukayyid page 24, there is an optional rule for Battle Value/Point Value Balancing.  The Clans gets an upvet, for the purpose of force creation only, and Comstar get free BSP per track.

We have a question on the "for the purpose of force creation only" does this mean that after clan force creation the force BV is immediately re-adjusted to the new BV for veterancy.  For example the Clan Campaign Force selected was 40K BV and when accounting for the free skill is now roughly 50K BV?

If the Campaign Force is not adjusted, and the clan force chooses to bring 13,200BV (33% of 40K BV) for a track does the Comstar side field exactly 13,200BV or would they field roughly 17,000BV to adjust for the clan free veterancy?
My thoughts on this are the Clan forces can only field 33% of their unadjusted campaign force, whatever that may be.  ComStar matches that based on the layout of Smoke Jag tracks.

What's the answer here folks?

It sounds like . . .

For the track (each?) the Clan gets the skill up, and for balance purposes the ComGuard get that free BSP.  So yes in first track planning pass, it is un-adjusted BV.

The RAW wording is a little ambiguous but the interpretation that makes the most sense to me is:
- The Clan Advantage experience discount only applies to making the campaign force (aka total force).
- When the Clan player makes a force for an individual track and it specifies a percentage of the Clan player's total force, they calculate that percentage based on the full undiscounted BV of their total force and also pay full BV price for units in this track. The ComGuard player also balances their side without discounting the Clan units for experience.

Could you please phrase your response in the form of the hypothetical BV options?  Specifically the nomenclature you use seems to be making the response less clear.

As it appears as this is as this is as clear as mud, could a mod move this to a dev rule responce sub forum, especially as there is this is the second on Tukayyid BV balance?

The intent was that the player would always use whatever they paid for the unit (in FP, BV, or PV) throughout the campaign.
If a clan unit was purchased as a lower skill with BV because of the free skill "bump", then it's BV counts as the paid, lower BV for force building.
If a unit is later improved in skill or SPAs by spending warchest/support points, the unit still counts as it's original BV for force building.

For Clan skill "bump" in particular, this is because ComStar's BSPs are "free" as well.  There's no BV cost for them, ComStar gets them for free every single track, regardless of how they were used last track.  So the Clan's should get their free skill "bump" free each time as well.
