The cost is 1 point per 7 points maximum damage that all the weapons mounted on the unit, except for physical attack weapons. So 60/9=8.57 ≒ 9. Looks like it is rightly priced actually.

No. The advantage it provides is a -2 to targeting units in the air. That's it. It costs 9 quirk points. Think of it like a targeting computer. The more weapons, and weight, the more the TC is going to cost in weight and crits. With quirks its positive and negative points. The AA Targeting Quirk for the Longbow costs 9 positive quirk points. It's suggested, positive points be balanced with an equal number of negative points. Like the No/Minimal Arms quirk for 2 points plus others totaling 9. That doesn't always happen but that's okay.
