Robotic Control System vs. Improved RCS

In Mech Factory I'm seeing "Improved Robotic Control System" as a cockpit option along with the regular RCS. It costs 1 more ton. I don't see mention of this in Tac Ops or Interstellar Ops. Does anyone have a reference or know the difference between these two?

I believe it might be a representation of paying another 2% of mech mass to improve GS and PS by 1. Interstellar Ops p.141

In this case 1 ton is the cost for the 50T mech I was building
