Yeah a limit to how many leg attacks I would be fine with.  As it is, my go to move for resgate and Nighthawk is to ignore personal weapons that cost BV and make leg attacks cause they are 'free'.  A limit to how many free leg attacks those armored glove BA can make would definately help balance the 'low/zero' cost of leg attacks for PA(L).
Limiting BA to, say, 2 leg attacks w/o resupply unless they have vibro- or magnetic battleclaws would go some way towards both balancing leg attacks and provide more benefit from some underused equipment.

How many suits even mount Magnetic or Vibro-Claws?  The Salamander, the Void (Nova Cat) and the Se'iriam are the only ones I know of.

How many suits even mount Magnetic or Vibro-Claws?  The Salamander, the Void (Nova Cat) and the Se'iriam are the only ones I know of.
I was thinking mostly of custom BA, but would it be terrible if all the weight those units spent would provide a small additional bonus?

I know it's likely for balance purposes, but I'm eternally fussy that you cannot combine a partial wing with a booster for 5 jump; I just find that such an arrangement would demand so many kilos the potential, constant +4 you'd be at when moving would be offset by the 3 torso slot/325kg demand, you'd be hard pressed to save weight with any armor and have to go real light on the guns.

I have the same opinion. I doubt it would even be a serious balance issue, considering only light BA could even use it, and would have all of 250kg left for armor and weapons.

Quite the opposite: I was thinking that with so few units that qualify for the carve-out it doesn't add up to such a huge exception.

No, mediums can too; it's just a serious kilo sink.
A medium suit with basic manipulators, 5 jump from 3 jets, a wing and and a booster system with 7 points of advanced armor has a grand total of 70kg remaining- not even enough for a single light machine gun, and you only have 2 slots remaining so you can't even boat anti-personnel mounts. The best you can do otherwise is MAYBE 5 points of basic stealth which gets you 75kg and 4 slots.

Rogue Bear HR is heavy BA that mounts partial wing. Otherwise all other examples are light BA

I don't see any such restriction in the Tech Manual.  The only requirement is that they can mount Jump Jets.  Since the first Battle Armor we ever see is the Medium-weight Elemental Chassis which definitely have Jump Jets, Medium BA can definitively carry Partial Wing.

Now, whether that's a good idea or not is a different story and dependent on the mission goal of the suit's design.

Tech Manual page 266:
"Battle Armor Unit Restrictions: Battlesuits must have Jumping MP in order to install a partial wing. Partial wings may only be installed on humanoid-style light suits or PA(L)/exoskeletons."
