BSP rules outside of BMM?

My campaign book refers back to BattleMech Manual for the BSP rules. Can I find the BSP rules anywhere outside of BattleMech manual? Book is not sold in my area. There's an Option in a Track that limits BSP use to that one selection that is in another book (sigh) so all I need to know is how to resolve artillery and how to get the cards.

The rules have been republished, with additional options and revised costs, in the BattleTech: Mercenaries box set.

A new set of cards can also be found in the Mercenaries box as well.

Yeah, the Mercenaries boxed set isn't sold on the EU retail market either.
