No damage, no roll.
Granted, most fighters ride the edge of their heat curve to the point that it really doesn't take many Infernoes to force a Random Movement roll. And for some pilots that's worse than the lawn-dart roll, since they can't get any benefit from an improved piloting skill there.
And if you actually manage to *hit* a fighter with a Ground-to-Air shot using Inferno SRMs...noice.
