The rules on p. 44 indicate that shooting at Battle Armor incurs a +1 modifier.  That makes sense.  Just confirming that conventional infantry (CI) was intentionally excluded from this modifier?

I'm thinking maybe it's easier to shoot at conventional infantry (and thus no +1 modifier) because they are slower and there are more of them?  Just confirming.

That is correct, the modifier is for battle armor only.
Reasons: That’s my general impression of why.
