Equipment Ratings

I haven't played ATOW in a while and I'd like a little refresher please.  First question, how do Equipment Ratings work?  I see things like D/C-D-D/E.  Could I please get a detailed explanation of this break down?  Thank you for your time.

That's the Tech Level rating/Star League - Succession Wars - Clan Invasion availability/Legality ratings, given in that format and order. Page 254-255 of AToW.

Going by the tables, the example you give would be High tech/Uncommon - Rare - Rare/Restricted.
