(Answered) Zip Lines and WiGEs

Can infantry use zip lines (Page 187 of Tactical Operations: Advanced Rules) to disembark from WiGEs in flight? The rule says it can be used with VTOLs, even VTOLs with an elevation of 1, but makes no mention of WiGEs.

If the rules don't say you can do the thing, then you cannot do the thing.

VTOLs and WiGEs are grouped together in Total Warfare's rules for mounting and dismounting, so I wanted to make sure the omission was deliberate.
