(Answered) Starting Status: Overheat and ECM/ECCM

Can a Mech choose to start the game overheated? For example, can a unit with TSM declare prior to the first round that it is deliberately overheating or does it have to wait until the first End Phase to do so?

Along the same lines, can a unit with ECM (or AECM) declare that it is setting ECCM mode prior to the start of the game, or does it have to wait until the first End Phase to make adjustments?

Rules wise, there's nothing saying currently that it can do so.
There's also nothing saying a scenario/standard can't allow it.
And probably sometime in the future it will explicitly say so. 
But if the other player objects to you doing so, there's nothing in the rulebook currently that would say you can.
