Protomech Frenzy To-Hit Modifier

Total Warfare pg. 187 says, "The base to-hit number for this attack is 4, with the standard modifiers for a kick."

Does this include the Modifier for a Kick Physical Attack as well, or just other modifiers a Mech might face while performing a Kick?

For example,
1) A Protomech enters the hex of an Annihilator that Walked and is in the open (i.e. no other modifiers).  The base is 4+, but with a Kick modifier, it becomes a 2+, or Auto-hit, and then roll for the Leg that the Frenzy Hits.

OR

2) A Protomech enters the hex of an Annihilator that Walked and is in the open (i.e. no other modifiers).  The base is 4+, but without the Kick modifier, it stays a 4+, and then roll for the Leg if that the Frenzy Hits.
