Sane Orders of Battle - Avast South Sea Pirates!

[Some of these things are probably not very accurate to how the CapCon is portrayed in cannon, but as I'm in the realist school of what CBT should be, I frankly don't give a damn. Also, units are base 3 because Commies love their 3 tank platoons.]

Introduction

The Capellan Confederation had several interleaved problems when it came to providing for their own defense. Its society had morphed from a prosperous and democratic one to a horrifying triptych of the worst possible aspects of Imperial Chinese bureaucracy, Soviet Stalinism, and the fever dream induced imaginings of some regarding Heinlein's Terran Federation. It also had the fewest worlds and lowest population of all the Successor States. Various "reforms" over the centuries had managed the almost impossible in producing a post-scarcity society in, at best, constant recession. This all combined into any planner's nightmare scenario; an inability to pay for a large defense force while being surrounded by enemies with powerful militaries who frankly hate everything you stand for and the need to keep the maximum amount of people working in order to actually pay for what you can afford.

The solution was elegant, brilliant, and quite possibly insane. Have a very small standing army trained to nearly unheard of levels, a vast reserve system that could function as Werewolf-style stay behind units, adopt combined arms at the platoon level, be willing to give basic units the ability to use initiative, and never commit to a full offensive in order to maximize the traditional advantages of the defender. The organization that came from this was woefully inadequate in the eyes of any offensively minded military that had any sort of moral compass, but the CCAF suffered from neither of those problems.

Capellan Hussars - 4 Brigades [Elite/Fanatical]
The four brigades of the Capellan Hussars are charged with defending different personages of the Confederation government. Much like any other such unit in the Inner Sphere, they are second to none at this task.

Capellan Chargers - 6 Brigades [Elite/Fanatical]
The standard bearers of the Confederation, at least in their opinion, the Chargers are a crack heavy cavalry unit that is a hard pill to swallow for any potential adversary.

Capellan Reserves - 33 Brigades [Veteran/Reliable]
The Reserves train as hard as their budget and time will allow and they seek to maximize this time by relying on light mechs with energy heavy loadouts that complement their role as raiders and a stay behind unit.

Liao Lancers - 6 Brigades [Elite/Fanatical]
The replacements for the religious fanatic, prone to atrocity, Sarna Sabres, the Lancers are every bit as fanatical in their own way but are more circumspect about any atrocities they might commit.

Sarna Reserves - 45 Brigades [Veteran/Reliable]
The Reserves train as hard as their budget and time will allow and they seek to maximize this time by relying on light mechs with energy heavy loadouts that complement their role as raiders and a stay behind unit.

Sian Dragoons - 27 Brigades [Elite/Fanatical]
The defenders of the capital, all 27 Brigades are garrisoned on Sian to prevent any further snap raids.

Sian Reserves - 120 Brigades [Elite/Fanatical]
The CCAF spends lavishly to ensure these professionals turned part timers keep their edge and they are third in line for any new equipment after the Capellan Hussars and Sian Dragoons.

St. Ives Lancers - 9 Brigades [Elite/Questionable]
Nobody in the Strategois quite trusts the Lancers, although the reasons are individual and multitude. All the same, such suspicion is probably sound considering the intramural squabbles that the House of Liao is prone to. Nobody, however, questions just how good the Lancers are at their job as a light cavalry force, being the equal of any FedSuns formation in skill if not equipment.

St. Ives Armored Cavalry - 18 Brigades [Elite/Questionable]
The reserve force of the St. Ives Commonality and a mirror of the Lancers, Duchess Candace Liao augments the SIAC budget out of her own pocket to ensure she has a reserve element that is snap recall and rapid reaction capable while being at the same quality standards as the Lancers.

Tikonov Lancers - 12 Brigades [Elite/Reliable]
While not as distrusted as the St. Ives troops, nobody trusts in the loyalty and morality of powerful men and women so far from Sian. It remains, however, that the Lancers are utterly devoted to the defense of the Tikonov Commonality, even if they're not quite as devoted to Sian.

Tikonov Reserves - 51 Brigades [Veteran/Questionable]
It's common knowledge that if war breaks out with the Davion menace, their likely first action will be a massive lightning assault on the Tikonov Commonality before reserves can be called up and defenses prepared. Nobody really doubts their loyalty to Tikonov, just their willingness to commit expensive suicide.

Warrior Houses - 8 Battalions [Elite/Fanatical]
The Chancellors problem solvers, every Warrior House has their own philosophy on life and how to wage war. Given this, it's enough to say that they are most certainly not cowards and have a history of slapping silly entire regiments.
