I know back in the day, when using the old BMR rules, the groups we gamed with (mostly in fresno ca) had where when quads charged, their PSR bonus for being a quad DID help in charges.  BUT i am unsure if that was just a common house rule.  Would it be considered BTB with TW, or still a house rule (assuming it was NOT BTB back in the day)??

Complete house rule. A charge is not a PSR, but an attack. The quad bonus does not help with that.
