dropships, artillery & special munitions

Hi,

I've got a couple questions about the errata allowing aerospace units to use special munitions.

Special Munitions: Aerospace units seeking to use special munitions may only deploy them against ground targets (during such an attack, the weapon temporarily uses the same rules as those employed by ground units), with the exception of Artemis-equipped missiles and LB-X autocannons. Aerospace units may employ standard (see Total Warfare Tables starting on pg 303) or Cluster LB-X ammunition as they wish against any legal target.

1) Does this apply include tube and arrow artillery? I saw a recent thread saying that Droships mounting artillery couldn't use special munitions  (Sorry, I can't remember where and can't find it. :( ) That seems contrary to the errata and made me want to ask.

That question led me to,
2) Can a grounded aerospace unit with Flak ammo fire at other airborne units, besides VTOLs, WiGEs, and AirMechs? The errata allows special munitions  against ground units, except LBX cluster rounds which can be fired at anything. It would seem odd that a grounded Dropship can fire cluster rounds at attacking aerospace craft but not flak rounds, so I thought I would ask.
