Conventional Infantry versus Convetional Infantry Attacks

Total Warfare pg 216 says, "Damage from Other Infantry Units: Damage done by one conventional infantry unit to another always equals the standard damage inflicted; it cannot be reduced by using the Non-Infantry Weapon Damage Against Infantry Table."

Now, I know this is instructing us to ignore the Burst-Fire and Non-Infantry Weapon Damage tables.

However, Total Warfare pg 215 tells us to roll Conventional Infantry Attacks on the Cluster Table, and a little bit later in Attacks Against Conventional Infantry, it tells us to use the maximum damage potential for Cluster Weapons.

Are we still supposed to roll on the Cluster Table to see how many of the Platoon hits the other Platoon?  I assume so, but I want to make sure.
