Load Bearing Vests & Stacked Armor

On AToW p. 290, the Load-Bearing Vest is considered a combat armor accessory—but is also a torso-covering armor piece with BAR values. Is wearing an LBV with torso-covering armor considered stacked armor (p. 188), and thus encumbering?
