Title: Abstract aerospace and altitude

So reading through the abstract aerospace system in strategic operations, it says that units that have 10 or more movement can either move two zones, or move a zone and change altitude. What about slower units that can only move 1 zone? How do they change altitude? When you perform a strike your fighter loses 1 altitude, so how do you get it back later on?
