(Answered) Pushing Attacks with missing actuators

Can a mech with missing hand actuators (either destroyed or not in the design) make a pushing attack?  What about no hand actuators or lower arm actuators?  E.g., can a Jenner make a "push" attack?  The rules only mentions  damage to a shoulder actuator.
