WoBM divisions on Terra (3078)

According to Final Reckoning the WoBM divisions that were destroyed (ans presumably have fought) in 3078 were:
4Th, 5Th, 6Th, 7Th,16Th,17Th, 21Th, 25Th, 26Th, 34Th,  35Th, 36Th, 37Th and the 39Th.
However in the side bars of Total Chaos all the divisions are mentioned apart from the 6Th and 25Th.
moreover, the 17Th is mentioned twice (South and North America) and also the 21Th (Europe and North America).
were the 17Th and 21Th split across continents?
were the 6Th and 25Th present on Terra? If so, where?
Is my theory that there is a mistake and the 6Th and 25Th should be present instead of the 17Th and 21Th in one theater or another?
BTW the tracks mention the 21Th note in Europe and NA.

Some of the units moved from one continent to another the campaign on Terra progressed, which is why they are listed in several theaters.

The 6th served in the Australia/Japan theater.
The 25th served in the African theater.
