(Answered) Initiative and Mounted Battle Armor

For the purpose of counting uneven units for the movement phase, do mounted battle armor count? Are they effectively initiative sinks since they cannot move?

Yes mounted units are still units.
Note that if you declare movement for a mounted infantry unit, it cannot then dismount later. The infantry need to use their move to dismount, and have to do so after the transport moves.
(NOTE next response invalidates this post entirely).

p32, Mobile versus Immobile
add as new paragraph
"If a unit begins the movement phase unable to move on its own, whether its immobile, shutdown, or being transported, carried or towed, the unit does not receive a movement this turn."

Dismounting will remain part of the trasnport's movement, with dismounting done at the end at the end of the transport's movement.
