Page 28 of ASCE, Force Balancing section. This indicates that both PV and even unit numbers are required for a balanced game, but it also uses the word "roughly". To some of us, this indicates that it may not actually be a hard rule. Meaning that while PV limits are required, even unit numbers are not required.  Are even unit numbers of equal importance as PV for a balanced game? What is meant by the word roughly? PV has an acceptable fudge factor of 5%. What would be an acceptable fudge factor for even unit numbers?

If you set a PV limit of 200, then 200 is the limit.
If you set a PV limit of 200 plus 5%, then 210 is the limit.
There is no "fudge factor" rule in AS.  The roughly is refering to the fact that balance is never exact.   Rules are rules though, you set a rule for a PV limit, that's the rule.
