Since when? VTOLs replaced hovercraft with TW, and they got a whole lot tougher to kill than they were previously.
Since the 3060's, which is relevant to this particular VTOL. By that time LB-AC's, Precision AC Ammo, Pulse Lasers and IS-TC's were common. Before that era, the average fast mover's move mod was a +4, but these weapon advances effectively reduce that down to a paltry +1 or about as hard as hitting your average Assault mech at walking speed.
Sure, the "1/10th damage" rule changed things a bit in TW, but again less so once you get to the 3060 era. Once the hit occurs, you've got a 30% chance of a rotor hit, and every rotor hit makes the next one more likely as it includes a speed drop.
To put it another way, without range modifiers, you're typical Regular quality SPAAG will down a VTOL per turn on average regardless of armor.
SO, given that, you have to put those range modifiers back in. If you are going to brawl with VTOLs in a post-3060 combat environment and you expect to take a significant number of them home at the end of the day, then they need to decked out with longer ranged weapons.
