Title: Solaris Melee Challenge rules out of date

In the websites download section, you have a listing of the Solaris melee challenge rules.

Sadly those rules are 12 years out of date.

Updated.  I'd like to eventually build a little bit more user-friendly page specifically for the Solaris challenge files given how many of them but at least we're pointing to the right version of the rules now.
