What to do when the enemy has more battle value, but so does their reinforcements?

Be better than die AI, or deploy and retreat. Or don't deploy. Or loose the battle.

If you are playing classic AtB (which'd I'd bet) it balances by lance size, see the docs folder for the spread sheet. This can and will create wild swings of BV.

Simply delete units from the lobby in MM to get a balance.

Other option upgrade to a good development release (0.49.15) and use Stratcon which balances by BV and is a much stronger play option.

Just be aware that when deleting OpFor units from the lobby, they won't have checkboxes in the scenario resolution.  So if you're expected to "Force withdrawal of 50%" but you've pre-emptively removed 51% of the enemy units, you cannot check off enough to satisfy that condition.  You can still set the overall result as "Victory" at the end though.

Another alternative to removing them entirely is to stagger their entry.  You might delay entry of the second half a dozen or so rounds to give yourself enough to time to deal with the ones that deploy right away.

If you are feeling really adventurous, you can open the mekhq save file in something like Notepad++ and edit the opfor. This has the advantage of not breaking the resolution system but the disadvantage of potentially breaking your save file if you screw up. I would suggest noting a member of the opfor with a particularly unique name and then searching for it in the file. This will allow you to find the relevant section quickly. The general structure of the opfor in the cpnx is the same as what you would get out of Megamek if you save a force to a file. This is the best way to try to ensure compatibility. Make a backup before you start.
