Any illustrator format IS maps?

I've been trying to work on a new map for my AU, and I'm using the CCS map for 3067.  The probelm is that it's in pdf and when I try to convert it to illustrator, I get an AI file with literlaly thousands of sub layers-- for some reason every letter gets its own sublayer and that makes trying to edit it, well an exercise in futility.

Does anyone know where I might be able to find an AI version of the map to edit?  Thanks!

There should be a "Flatten Layers" command in Illustrator that'll turn all those layers back into one.

There is-- but the proble is that then the layer has all the paths and for some reason, converting the 3067 map fro mCCS to AI format takes every letter and makes it an individual sublayer.  There's thousands of them.
