Project LEGION: Terran Hegemony Navy
« on: 27 May 2018, 18:02:12 »
So, here is my dilemma.  I have already organized the fleet projection for 3062 when I released my Field Manual: Terran Hegemony-in-Exile.  I want to updated those projections by adding in some ships designed by marauder648.  I am going to post current fleet numbers and breakdown of current fleet organization.  I am asking for you all to help me introduce several of marauder648's designs into the structure.  My plan for removing the New Syrtis and Robinson class ships is to sell them to the FedCom (Federated Suns) and possibly a number of the Davion III Destroyers as well.  As I only have one Congress class frigate left out of two I am going to transfer that to the Wolf's Dragoons in a trade for technology and services.

Several Warships are also going to be transferred to Clan's Wolf-in-Exile and Nova Cat for other technologies and concessions as well.

Ships I want to introduce into the fleet either from mothballs or new build would include.

Ark Royal-class Fleet Carrier (no more than 4)

Arbitration-class BattleShip (possibly up to 3-7 hulls once all SL Era BS are retired/destroyed)(without repeating Naval Gauss most likely.  But forsure without AR-15 SubCap Missile Launchers)

Fearless-class Assault Ship (possibly or just more Potemkins)

Antares-class Fleet Tender (several per fleet in a support role)

Temeraire-class Frigate (I might use this to replace the Avalon-Class cruisers I was going to use in my AU.  As they have more launchers than an Avalon and it would allow for more independence from the FS)

Typhon-class Destroyer (I might use this to replace the Davion III all together or to replace the traditional SL Era Destroyers like the Lola III and Riga II I have in the reserve and Battle Squadrons.)

Each Fleet is made up of three WarShip Squadrons and other not listed Assault Escort Squadrons (squadrons of Assault DropShips) and Transport Squadrons (Squadrons of Transport and logistics DropShips along with JumpShips)

Battle Squadron:
-McKenna-class BS
-Luxor-class CA x2
-Riga II-class DE x4

Heavy Escort Squadron:
-Black Lion-class CB
-Avalon-class CG x2
-Davion III-class DD x4

Transport Squadron:
-Potemkin-class CT x2
-Aegis-class CA x2
-Robinson IIA-class AT x2

This is the current organization of the three Front Line Fleets.  There is also a reserve and a Hegemony Command Group.

Hegemony Command Group:
-McKenna-class BS
-Congress-class FF x2 (1 destroyed in Operation Restore Hope)

Reserve Fleet

41ST Line Squadron:
-Texas-class BS x2
-Cameron-class CB x2
-Aegis-class CA x4

42ND Escort Squadron:
-New Myrtis-Class CV x4
-Lola III-class DD x12

43RD Heavy Transport Squadron:
-Potemkin-class CT x6
-Volga-class TS x12

The rest are administrative squadrons for the fleet building program and to evaluate ships for duty on the line.  I could change these squadrons easily to use the new frigates and destroyers instead of the Avalon's and Davions being activated.  This would allow for a quick injection into the universe and I could keep them separate for now and incorporate them into fleets later.  This would leave me with 12 Davion III's to sell off to the FedCom.

44TH Cruiser Squadron:
-Avalon-class CG x8

45TH Destroyer Squadron:
-Davion III-class DD x12

46TH Destroyer Squadron:
-Davion III-class DD x12

With the above ships in various states of readiness with about a third ready to deploy to the Fleet I could work it up as anything I want at this time but I am looking at other things here.

Fleet Service Support Squadron:
-Newgrange-class YS x6
-Monolith-class JS x12

Again what I'm looking for are ideas for injecting these ships into the storyline or to reorganize the fleet allowing for better and a bit believable options.  I will most likely sell the Riga II's to the Draconis Combine and the Lyran Alliance and ComStar however another option for them would be the conversion into the York's but instead of launching fighters being updated versions of the Robinsons for an orbital drop capable warships. Say a Battalion of 40 BattleMechs along with a Group of 18 ASF plus the shuttles to move 2 Companies at a time back to the ship?

Looking for insight and I hope you all can help.

[EDIT]
Forgot to put the fleet numbers in here you go.

McKenna-class BS       x4
Texas-class BS            x2
Potemkin-class CT       x12
Black Lion-class CB     x3
Cameron-class CB       x2
Luxor-class CA            x6
New Syrtis-class CV    x4
Aegis-class CA            x10
Avalon-class CG          x14 (8 undergoing trials and completion)
Congress-class FF       x1(2)
Volga-class TS            x12
Lola III-class DD        x12(14)
Riga II-class DE         x12
Davion III-class DD    x36 (24 of these are in the reserve completing trials, construction and fitting out)
Robinson IIA-class AT x12 (6 front line fleet, 6 with army units not part of the Navy)

I know its a lot of tonnage but yeah.  I don't mind wiping out the Riga's all together and acting like they never existed.

I would take 1 Riga from each line squadron, leaving them with 6 ships, and put those three Rigas in the service support squadron as escorts/training, so that there is convoy escort capability built in, and as you bring the new ships online, they go to the main or reserve fleets, and those they replace come to the service support squadron as more escorts, until you can send one escort for every transport.  Then it's up to you where they go from there, but I think it's important to have integral escort capability for you logistics train, and not have to assign the duty to formations you should be using for offensive or recon ops.

Yes I can see that. However, I want to integrate the new ships from marauder and replace some of the older designs.  Removing Riga altogether along with the Avalon and most of the Davions. I’m looking for a change to front line squadrons right now.

A minor OOC suggestion

Either remove the Riga II’s or have a report saying they were misidentified as Riga II’s when they are actually Riga I’s.  This is because there was only 60 of the class built and all but 4 were with the SLDF during the time of the Amaris Crisis and a dozen survived to depart with the Clans and they then built their own York hulls.  Canonically there’s no way this many ships of this class would have been mothballed as they were the best of the SLDFs destroyers and they would have taken them with them.

Now for the ICness :D

Sir,

Allow me to make my report on the current status of the Hegemony Navy as well as current and future building plans.  I have coordinated with my colleagues in the Navy as well as industrial sectors and Trade Ministry and are honoured to present this briefing.

Battleships and heavy Capital ships

As it stands, with a quartet of McKenna class ships as well as a pair of Texas class vessels, the THN currently has one of the largest collections of Battleships in active service or reserve anywhere within the Inner Sphere.  All six ships are in good condition although they could do with a modest upgrade to reflect the realities of modern combat.  This can mostly be accomplished by adding anti-missile defences and upgrading their electronics suite to more modern equipment.
We are aware of NPO-451/A which stipulates the potential purchase and construction of the Clan designed ‘Arbitration’ class, but the Finance and Trade ministry are firmly against this motion.  Whilst the Arbitration design is exceptionally formidable, it is heavily reliant on a large number of components that can only be manufactured in Clan facilities with their expertise, as well as several of their weapon systems.  Our contacts and allies in Clan Diamond Shark will charge a small fortune for each weapon system delivered and I doubt they would part ways with their ‘Reapers’ and Sub-capital missile launchers.  This will drive the already high cost of the Arbitration class up considerably, enough to significantly affect our budget in other areas.
Whilst we could go ahead with this construction plan, unless the Hegemony fancies spending 90% of its allocated military budget (note, budget, not naval budget, but budget as a whole) on the construction of a large number of these ships, we suggest that perhaps one or two are constructed, but using Hegemony designed and built weapons.

As it stands we also have five battlecruisers, 3 x Black Lion II and 2 x Cameron class, here the fleet is less well served by these vessels.  A structural examination of the two Cameron’s indicate that they are in poor condition and will need to be overhauled and refitted before being of a suitable standard.  It is our recommendation that the Cameron class either be stripped and broken up, or sold to a friendly power, I doubt the Lyrans would turn down two Battlecruisers, even if they need a refit.
The Black Lions are in better condition, but by modern standards these heavy gunships are vulnerable to hostile fighters.  The addition of anti-fighter and anti-missile defences may improve this but it is only a stopgap.

We currently have a dozen Potemkin class ships in service, due to their high operating costs and unique docking requirements, it is recommended that 50% of them be put into Mothballs.  We know the people at BNCS are lobbying their Fearless II class Assault ships, but with a dozen Potemkin’s, we simply do not need any more assault transports.

A thorough examination of the four New Syrtis class ships has revealed that all four are decayed with age and are in generally poor condition.  But their large fighter capacity is exceptionally useful and it is recommended that all four be repurposed as orbital fighter yards, docking bays and flight schools.  Two could be moved to Mars to join the THN Academy and the other two could be moved to orbit Terra to act as transfer points for DropShips and small craft and fighter bases.
KSW is lobbying for the construction of a new group of Ark Royal type vessels and there is enough stretch room in the naval budget to order these ships with all four to be active within eight years.

Cruisers

Our four Luxor class ships can easily replace the Cameron class vessels in their role of squadron leader and heavy combatants.  They can also supplement the Black Lions and it is fully recommended that these ships be retained and modernized at the earliest opportunity.  Our ten Aegis class ships are in varying levels of readiness and all are in service, but they are old vessels and the expense of maintaining them will only increase as time goes on.
It is the recommendation of this Board that as the Avalon class completes they supplement and then replace the Aegis class vessels.  A design for a more ‘conventional’ Avalon class, the ‘Galahad’ has been proposed to serve alongside them as a more gun oriented design and they could be built with weapons from the Aegis class ships.  I have taken the liberty of attaching the datafile with the hull information on the Galahad design to this report.

We are aware that the Temeraire class is being considered for construction and indeed these ships are formidable.  But they suffer the same drawbacks as the Arbitration design, with us having to import a large number of Clan systems or build them on a very expensive license.  It is our suggestion that this design not be perused owing to the cost.

Escorts and lesser vessels

Whilst we know there is great interest in the Typhon class, it is felt that these ships only be constructed in limited numbers to act as flotilla leaders.  Cancelling our Avelon orders would not only be expensive, but it could sour relations with the Federated Suns and we do not wish to make the Davions an enemy.  The board believes that four such Typhons should be constructed, again with locally sourced weapons to reduce construction costs of these very expensive ships.

The Congress class should not be reactivated, without a major overhaul these ships are quite simply obsolete and should either be scrapped or sent to the Naval Academy to form part of the training squadron.
Current construction plans for the Davion Mk III should continue, and these should replace the older and weaker Lola IIIs who can then either be mothballed, scrapped or sold as they are replaced.
The Robinson construction program should also not be interrupted and these ships should replace all current Volga class vessels, allowing the older ships to be either retired or put in war reserves alongside our Potemkin class vessels.

Sir, if I may be blunt, we need cruisers and destroyers, we do not need more battleships and the Board believes we should continue our current building programs whilst also factoring in the budget costs for new fleet carriers whilst maintaining and modernizing the ships in need of an overhaul.

I remain your humble servant.

I like the Galahad.  However, I would keep its small craft bays similar to the Avalon reflecting her origins and swap the Killer Whale launchers for AR-10's as they are already being produced.  This would allow me to keep several Avalon's in the fleet and swap the remaining hulls (namely those in the Reserve fleet undergoing trials) for Galahads and say it was a miss identification error.  I agree on the Riga II's however these ships are new build but I want to swap them for Typhon's anyways so they will be considered Riga I's.

Oh, crap, THIS is where the file I'm going nuts over came from - Sorry, Kasaga - it's been a hell of a month already and it's getting worse.  The premise is believable and it needs a bit of editing (particularly the first bit), but the unit layouts are excellent.  I'm looking forward to a finished product.
