Origin of boosted C3

Are there any story references or information sources about boosted C3 originating in the Federated Suns? All else being equal, I might have expected it to have been developed by the Draconis Combine or Word of Blake/RotS.

I'm not finding any references outside of the old TacOps, which only gave a brief blurb on boosted C3.
