p.119 Recon Lance

All units in a Recon Lance must possess a minimum Move of 10”. At least 2 units in this formation type must also be of the Scout or Striker unit roles.

Just to throw a unit out there, the Jade Phoenix C has a move of 8"/10"j

Does the Jade Phoenix C qualify for the Recon formation, because it's jump movement is 10", even though it's ground movement is 8"?

Yes.  As long as it has a movement of 10”+, it doesn’t matter which or what other movement types it has.
