Best Capellan Naval Academy?

I'm wondering which of the Capellan state academies was/is best for turning out naval personnel. Meaning warship, but also dropship/jumpship crews.

Probably the Capellan War College just because they do about everything there. The problem is that Capellan martial philosophy tends towards a MechWarrior bias thanks to the Lorix Order, so moist of the academies focus on that. Regional Training Centers perhaps help out.

After checking Objective: Capellan Confederation, it appears that both Capella War College and Sian Martial Academy have naval programs.
