How far back does the idea of raising the possibility that this might actually be true go?

When the idea was first mentioned way back in the Explorer Corps Sourcebook, it was being propounded by a conspiracy theorist of the type who believes in alien abductions today. Was it only intended to be nonsense at that time, but later writers thought about it and went: "Hmm, now that I think about it... !"? Or was it always intended to eventually do more with the concept right from the beginning?

It’s divided, and as of yet canonically undetermined.
As for how back it goes, I believe as far back as the ComStar sourcebook.
